Municipal school zones rely almost exclusively on localized text (e.g., "SCHOOL ZONE", "ÉCOLE"). This creates critical legibility delays and safety vulnerabilities for non-native drivers, international transit operators, and emergency services in high-density environments.
2. Absence of International Graphical Standards
Unlike healthcare facilities marked by the Red Cross or disability infrastructure designated by the International Symbol of Access, educational facilities lack a language-independent visual emblem recognized within international humanitarian law (IHL) or soft-law protection frameworks.
